Government outcome: Dienst Toeslagen, Berekening zorgtoeslag 2022 (TG 082 - 1Z21FD, januari 2022), rekenvoorbeeld 2: "Bedrag per maand € 44,89 (na afronding € 45)" — rounded up, which no flooring model gives. The same leaflet's other examples (€ 111,32 → € 111; € 79,25 → € 79) fit both models. The 2023 leaflet of the same series rounds the month down (€ 154,84 → € 154; € 113,90 → € 113), as do the 2025 leaflet and the 2025/2026 tables
Rule(s): zt-2026-art2-5 (the practice field aanspraak_maand_afgerond_praktijk, not law); the text rounds only the year amount (Awir art. 14 lid 4) and determines the month per kalendermaand without rounding (Wzt art. 2 lid 5)
Status: encoding — fixed 2026-10-12: the practice model was derived from 2025/2026 evidence and applied to every year; for 2022 the only published evidence says the Dienst rounded the month arithmetically. The 2022 parameter file now carries maand_afronding_praktijk: rekenkundig, cited to this leaflet and marked as practice, and both encodings apply it; 2023–2026 keep the flooring model. Said plainly: this rests on one example (one of three in the leaflet discriminates), and on the inference that the Dienst's method changed between its 2022 and 2023 editions while the text did not; a 2022 beschikking or voorschot table would settle it. Not #5 (whose model is confirmed by 130 table rows for 2025/2026) and not #7 (cents of printed intermediates, not the whole-euro month)
Classification argued in: CHANGELOG.md 2026-10-12 2026-11-02: the second published 2022 figure has arrived and contradicts the first: the Informatieblad Zorgtoeslag 2022 (TG 721 - 1Z21PL) rounds the maximum met partner € 212,75 down to € 212, where this entry's parameter gives € 213.
